All it requires to do this is to log inside to your Control Panel, to visit the IP Blocking section, to choose a particular domain or subdomain from a drop-down menu and then to type in the IP address. You will not need to do anything difficult if you'd like to block an entire network - you will simply have to omit the last octet, so entering 1.1.1. with a blank space after the last dot shall block the entire range from 126.96.36.199 to 188.8.131.52. All blocked IPs will be listed within the same exact section, so you'll be able to remove any of them from the blacklist with simply a click.
IP Blocking in Semi-dedicated Servers
